designed would each measure 300 ft. long and 150 ft. wide, and would be of 2 storeys, 22 feet lower and 12 ft. upper each, and would each cost one million dollars (?); and that

the existing binding (now just completed) is formed of steel

plate facing, with tie rods which are anchored to "dead men" (i.e. piles driven back on firm land).
